"智库"作为完善政府治理能力的重要手段,能提高地方政府的决策水平。泉州智库建设作了若干探索,但离建立一个多元化和富有竞争性的决策咨询系尚存在差距。提升地方政府决策水平的科学化和民主化,必须加强"智库"建设,通过整合现有力量,建立政府决策咨询的组织机构,进一步发挥专家学者的咨询作用。
