在我国,自然资源属于国家所有,森林资源也不例外。国家所有虽在我国法律中有规定,但国家所有制是个抽象概念,单靠法律规制并不科学,且法律关于国家所有的相关规定存在瑕疵,需加以规范解读,进而完善国家对森林资源的干预模式,促使森林资源规范利用。

In China, natural resources are owned by the state, and forest resources are no exception.Although the state has all the provisions in the law, but the state ownership is an abstract concept, the law is not science alone, and the law on the relevant provisions of state-owned flaws, need to be standardized interpretation, and then improve the national forest resources intervention model, to promote the standardized use of forest resources.
