摘要
论述理想状态下全国排污许可权交易中心的模式构建,分析认为目前在交易客体、交易平台、交易量和法律保障等方面存在障碍。结合地方试点的经验,提出了未来全国排污许可权交易中心的构建需要从规范交易标的、合理定位交易平台、健全排污许可权交易价格机制和完善排污许可权交易法律体系方面进行完善等建议。
This paper discussed the model construction of the national sewage permit trading center under ideal conditions and considered that there were obstacles in terms of trading objects,trading platforms,trading volume and legal protection.Based on the experience of local pilots,this paper proposed the suggestions for the construction of the national sewage permit trading center in the future,which including standardizing the subject of transactions,rationally locating the trading platform,improving the trading price mechanism of emission permits,and improving the legal system for trading permits.
