“三权分置”背景下农村土地流转问题探析——来自安徽省合肥市的实证

Analysis of Rural Land Circulation under the Background of "Three Powers Separation"——An Empirical Study from Hefei City, Anhui Province

以合肥市的土地流转为研究对象,在实证调查合肥市土地流转的现实情况的基础上,深入分析当前土地流转中所面临的现实问题,为促进合肥市土地的健康有序流转,提出了建立规范的土地流转程序和流转制度,推进土地流转;完善土地流转配套保障措施,消除农民承包户的后顾之忧;创造当地就业岗位,解决剩余劳动力就业问题等建议。

Land transfer is of great significance to solve the problems of farmland fragmen-tation and noman farming in the new period of our country.This paper investigated the reality of land transfer in Hefei City and analyzed theproblems in land transfer deeply.It put forwardsuggestions for promoting the healthy and orderly circulation of land in Hefei City,which including establishing a standardized land transfer procedure and circulation system and promoting theland transfer;improving the supporting measures for land transfer,and eliminating the worries of farmers’contractors;creating local jobs and solving the problems of surplus labor employment,ect.
