管制产业中的产权制度变革——对英国电力管制改革的分析

Reform of the Property Right System in the Administration Industry: An Analysis of British Electric Power Industry Reform

英国电力行业的国有化虽然解决了私有产权条件下电力行业内部的资源配置效率问题,但又因此出现了资源利用效率低下的问题,最后不得不进行以私有化为导向的重组。英国电力行业管制体制改革的启示是:在电力管制体制改革中,要重视产权制度的改革和资产重组,以及电力市场运行模式的选择;电力行业的市场化改革并不意味着政府退出电力市场,政府还要承担相应的责任。

Although the nationalization of British electric power industry solved the problem of internal resources distribution under private property right, problems of low utilization arose as a result. Finally, the British government had to privatize it to reconstruct the industry. The implication we get from this reform is that in the reform of the administration system of electric power industry, emphasis should be laid on the reform of property right and the reconstruction of assets, as well as the choice of market operating pattern. Marketization of electric power industry does not mean the withdrawal of government from the power market. The government still undertakes corresponding responsibilities.
