摘要
在智能革命的背景之下,技术治理与智能治理成为当前的热点研究问题。智能治理属于技术治理的新手段,将智能技术运用于公共治理领域。智能治理和所有技术治理一样包括反治理和再治理活动,它们对于技术治理和智能治理的正常运行是建设性的。智能反治理主要涉及5个问题:智能低效、技术怠工、智能破坏、官僚主义智能化和过度治理。智能再治理着力从制度上防范智能革命可能导致专家权力过大的政治风险,使智能治理服务于新时代中国特色社会主义建设事业。
Technical governance and intelligent governance are recent hot topics under the background of intelligent revolution. As a new method of technical governance,the intelligent governance has been applied in fields of public governance. Just as other methods of technical governance,intelligent governance is accompanied by all kinds of activities of anti-governance and re-governance,which are necessary to the normal operation of technical governance and intelligent governance. There are 5 issues of intelligent anti-governance,namely as: intelligent inefficiency,technical saboteur,technical sabotage,bureaucracy intelligent,and over-governance. The intelligent re-governance tries to precaution political risks of giving too much power to the expert,and make intelligent governance serve for constructing the socialism with Chinese characteristics in the new era.
