The development situation and existing problems of cultural business incubators and incubated cultural enterprises in Chengdu have shown that the developing direction of cultural business incubators is Small-but-Ex-cellent incubator characterized by verticality and specialization.Establishments of multilevel selection mechanism,comprehensive services mechanism,collaborative venture mechanism,and combined mechanism of virtualization and substantiation,are very important institutional arrangement and development strategy for the sustainable incu-bation of cultural business incubators in response to the risk resulting from the disappearance of policy bonus,real estate bonus and market bonus.
