摘要
城市交通拥堵治理是一项系统性和综合性较强的工程,不同的治理措施都具备不同的适用性和立足点,如何对这些措施的有效性进行综合评价是亟待解决的问题。从公众参与、交通影响和社会经济效益三大角度出发,建立了含16项二级指标的交通拥堵治理有效性评价指标体系,并提出了基于可拓学的交通拥堵治理有效性评价模型。最后通过算例分析,验证评价指标和模型的科学性、有效性。
It is a systematic and synthetic work to manage urban traffic congestion.Different management methods are designed according to different standpoints and therefore they usually have different applicability.How to evaluate the effectiveness of the existing management methods from a comprehensive perspective is an imperative problem to be solved.This paper establishes a congestion management evaluation system which contains sixteen second level evaluation indexes,and on this basis proposes an evaluation model based on extenics to measure the effectiveness of the existing urban traffic congestion management methods.The final numerical experiment results verify the rationality of the evaluation indexes and the validity of the evaluation model.
