关于铁路领域开展国有资本投资公司试点的思考

Pilot Project Exploration of State-owned Capital Investment Corporation Applied in the Railway Sector

十八大以来,按照中央提出以"管资本"为主加强国有资产监管,改革国有资本授权经营体制,组建国有资本投资、运营公司的思路,国资委先后选择了21家中央企业开展国有资本投资、运营公司试点。铁路作为现代综合交通运输体系的骨干和国家支柱产业之一,发挥着日益重要的作用,探索铁路领域的国有资本投资公司试点,推动铁路国有资产管理体制改革,促进铁路资产资本化、股权化、证券化十分必要。本文梳理了国家相关政策要求,通过总结提炼试点央企的成熟做法,提出了开展铁路领域国有资本投资公司试点的设想和建议。

Since the 18 th National Congress of the Communist Party of China(CPC),the CPC central Committee has proposed'Capital Management'to strengthen the supervision of state-owned assets,reform state-owned capital authorization management system,form state-owned capital investment and operating companies.State-owned Assets Supervision and Administration Commission has opted for21 central enterprises to carry out the pilot project of transforming to state-owned capital investment or operating companies.As the backbone of the modern comprehensive transportation system and one of the pillar industries of the state,railway is playing an increasingly important role.It is necessary to explore the pilot path to state-owned capital investment company in the railway sector,push forward to the reform of the management system of state-owned railway assets,and promote the capitalization,stockholding and securitization of railway assets.This paper summarized the relevant policy requirements of the state,the best practices of pilot state-owned enterprises,and put forward some ideas and suggestions on the pilot practices to develop state-owned capital investment companies in the railway sector.
