交通运输战略规划体系构建探析

Analysis on the Construction of Transportation Strategy and Planning System

我国交通运输行业多年来开展了大量战略、规划实践,但与建设交通强国系统工程的要求相比,战略规划体系建设工作仍显任重而道远。本文考虑到建设交通强国的时代背景,通过理论与实践相结合,综合借鉴国外经验与国内实践进行研究,总结了交通运输业战略规划体系现状特点,提出了交通运输业战略规划实践中存在的主要问题,分析了新时期、新形势下交通运输战略和规划体系的新要求,阐释构建战略和规划体系的基本原则以及总体思路,提出交通运输战略、规划体系框架及政策建议。

Chinese transport industry has carried out a lot of strategies and planning.However,in comparison with the requirement for building a transportation power,this practice concerning transport strategy and planning system is still a long way to go.By taking into consideration the historical background of building a strong transportation country,this paper combines theory and practice,and draws upon overseas and domestic practices.It summarizes strategy and planning characteristics of transport industry,presents the main problems in the practices of transport strategy and planning,analyses new requirements for transport strategy and planning system under the new situation in the new era,proposes the basic principles and general ideas for building the strategy and planning system,and finally puts forward framework and policy recommendations for transport strategy and planning system.
