基于效率的抑制产能严重过剩与带动经济增长的交通运输供给侧结构改革分析——以河南省为例

Transportation Supply Side Structure Reform that Suppresses the Excessive Supply of Production Capacity and Drives Economic Growth: Based on Efficiency Analysis——Henan Province as an Example

公路运输效率高低是衡量公路运输发展水平的重要依据。随着我国经济发展方式从高速增长向高质量发展转变,必然要求公路运输提高生产效率,优化发展模式。近年来,河南省交通运输高速增长主要是依靠投资需求的拉动,也就是依靠需求侧发力,但是不断扩大的投资在拉动经济持续高速增长的同时,也带来了供需的不平衡问题,造成产能的严重过剩。本文基于DEA方法对河南省18个主要城市近几年的公路运输效率进行了定量评价,分析了这些城市公路运输效率下降的原因,最后提出了交通运输供给侧结构改革与提高交通运输效率的优化方案。

The efficiency of road transportation is an important basis for measuring the development level of road transportation.As China’s economic development mode shifts from high-speed growth to high-quality development,it is inevitable that road transport will increase production efficiency and optimize development models.In recent years,the rapid growth of transportation in Henan Province is mainly driven by the demand for investment,that is,relying on the demand side.However,while expanding investment has driven sustained high-speed economic growth,it has also brought about imbalances in supply and demand,resulting in a serious excess of production capacity.Based on the DEA method,this paper quantitatively evaluates the road transportation efficiency of 18 major cities in Henan Province in recent years,analyzes the reasons for the decline of road transportation efficiency in these cities,and finally the optimization scheme of the transport supply side structure reform and the improvement of transportation efficiency was put forward.
