摘要
结合国家大力推行的城际轨道交通投融资方案改革,基于PPP模式提出了城际轨道投融资方案的评价指标。并针对多属性决策问题(MADM)提出基于组合赋权的层次分析法(AHP)-熵权法(EW)-多属性妥协解排序法(VIKOR)模型,用于城际轨道投融资方案的综合评价。最后,以珠三角城际轨道交通网为例,验证了该组合模型的可行性和实用性。
Since the reform of PPP(Public-private-partnerships),a new investment and financing model of intercity railway,is promoted by Chinese government vigorously nowadays.The paper has designed a PPPbased investment and financing plan,an evaluation index system,and proposes AHP-EW-VIKOR method for MADM.This combined model is used for the comprehensive evaluation of the inter-city railway transit investment and financing model.The feasibility and practicality of this combined model is illustrated by Pearl River Delta Intercity Railway.
