Study on Public Reporting of Road Traffic Violations in Large Cities of China

社会公众举报交通违法行为对于推进打造城市交通社会共治格局、提升交通管理社会化水平、维护道路交通秩序具有积极作用,本文梳理了我国现行相关法规文件的规定要求,就社会上存在的执法权和隐私权等一些疑惑进行了分析,并以国内36个大城市为研究对象,对近年来各大城市社会公众举报交通违法行为实践应用情况开展了研究,分析了举报途径及方式、举报违法类型、举报成功率、举报时间和举报奖励等方面的特征。从社会公众举报技术、举报流程、工作机制、研判方法、未来规划等方面,对实战应用中的常见问题进行了研究思考,提出了应对策略建议。

Public reporting traffic violations plays an active role in promoting the construction of urban traffic social co-governance pattern,improving the level of socialization of traffic management and maintaining road traffic order.This paper analyzed the regulations of relevant laws and regulations in China,and studied some doubts in society,such as the rights of enforcement and privacy.Taking 36 large cities in China as the research object,the practice and application of public reporting traffic violations in recent years had been studied and analyzed.The characteristics of reporting ways and methods,types of illegal reporting,successful reporting rate,reporting time and rewards were analyzed.From the aspects of public reporting technology,reporting process,working mechanism,research and judgment methods,future planning,the common problems in practical application were studied.Some countermeasure proposals were put forward.
