出狱人的社会保护是囚犯重返社会程序中极具有重要意义的一个环节,也是社会文明与民主进程的一个标识。我国传统的安置帮教工作与国外对出狱人的保护制度相比有自己的特色,但也显出不足之处。作者认为,建立前科消灭制度是我国进一步加强对出狱人的保护的重要体现。

The social protection of the exconvicts is a very important step to the procedure of helping a convict to return to society. And it is also an symbol as a society's advancement of the civilization and democracy. In contrast to the overseas practice, our traditional work at the social protection has its characteristic and shortage. The paper proposes that the criminal records abolition system be a vital embodiment of our country to do more to strengthen the social protection of the exconvicts.
