西方城市用地规划对完善我国土地储备制度的启示

西方国家如美国、英国、德国等早有城市用地规划制度,经过几十甚至上百年的发展,已趋于成熟。而我国的城市土地储备制度建立是最近几年新土地管理法实施后。目前,在城市建设用地管理体制和城市土地市场运作模式的重大改革方面,还处于探索阶段。

The system of land application planning has existed in such western countries as the United States, Britain, Germany and is becoming mature after many decades or even over a century's development, while China's city land reserve system was established in recent years when the new land management laws began to be carried out. China's land management system of city construction and the reform of market operation mode of city land are still at their early stage.
