坦桑尼亚达累斯萨拉姆的环境规划与管理

The Environmental Planning and Management (EPM) approach was introduced in Dares Salaam in 1992.Since 1998 the concept is being replicated in all the Municipalities in the country. Overall, the programme is benefiting more than 50 percent of the urban population in the country. The two initiatives presented-the Hanna Nassif Community-Based Upgrading which adopted an innovative approach in both its institutional setup and the use of labour-intensive community contracting and community management, and the solid waste management initiative involving private and community-based collection methods, both of which build capacity within the community for the improvement of infrastructure as a means of reducing poverty, illustrate some of the achievements and imoacts realized and lessons learnt.
