“一带一路”倡议下边境陆路口岸对外开放优势再造研究 被引量:17

Research on Rebuilding Advantages of Opening-up of Border Land Ports under the “Belt & Road” Initiative

摘要 边境陆路口岸是我国与周边乃至'一带一路'沿线国家实现互联互通的战略端口,在我国实施新一轮高水平对外开放、全面构建对外开放新格局和新时代推进西部大开发形成新格局进程中占有重要战略地位。尽管国家重视,但边境陆路口岸对外开放'个别改观、整体滞缓'的局面依旧没有得到实质性改变。本文从开放形式特殊、地缘政治敏感、贸易博弈难解和体制机制不顺四个方面,深入诊断边境陆路口岸对外开放进展滞缓背后的因果逻辑,并提出了深化睦邻友谊、平衡贸易利益、加强交流合作和优化顶层设计等再造边境陆路口岸对外开放优势的对策建议。 Border land ports are critical passageways for China to realize interconnection with neighboring countries and especially the'Belt and Road'countries,which play strategic roles in the process of carrying out a new round of high-4 evel opening-up,building a new pattern of opening-up in an all-round way and promoting the Western Development Strategy in the New Era.However,the situation of'individual improvement and overall stagnation'in the opening up of border land ports has not been substantially changed.This paper makes a deep diagnosis of causal relations of delay in the opening up of border land ports from four aspects including special opening form,sensitive geopolitics,trade game dilemma and incoordinate systems and mechanisms.And finally,in order to rebuild the opening-up advantages of border land ports,some countermeasures and suggestions are put forward,which include deepening good relations with neighboring countries,balancing trade interests,strengthening cooperation,and optimizing top-4 evel design,etc.
