BOT投资方式能有效缓解我国基础设施建设领域政府资金短缺而私人又不愿投资的矛盾,但必须有清楚的游戏规则才能鼓起和增强投资者的信心。所以,澄清一些思想误区,协调好相关的法律政策,尽快出台一部明确具体的BOT法迫在眉睫。

In China, the contradition have been existing that in the field of infrustruture the government run shot of funds, while private capital can not be available. BOT investment mode can be viewed as an effective resolution to the problem. But the rules of the game must be definite resolution to the problem. But the rules of the game must be definited to summon up and strengthen the confidence of investors. Therefore, it is of the most urgency to clarify some misunderstanding, to harmonize the very related laws and policy, to institute a definite concrete BOT law as soon as possible.
