根据资料,东北地区有逐渐成为“边缘化地区”的趋势,这种趋势有其必然性。东北地区过去作为国家工业基地的工业经济地位的相对下降并不意味着地区工业经济可以绝对的衰落,东北老工业基地改造与振兴的出路,仍然应该发挥重工业,特别是基础工业和装备制造业,对此,文章提出了适宜东北地区的行业发展方案。

The fact is, the northeast of China is goingto a area of periphery in China in the development ofour country. This is the trend of necessity, somefacts and figures shows the current situation andsome historical condition been analyzed. But thedeclined position of relativity ,the position of in-dustrial economy does not means the absolute de-cline of the economy of the area. The industralizationand the system reform of our country request thearea get a way out of staits and many study worksshows the capacity and conditions of the area tobeing in re-development. The paper analyzed whythe problem occurred. The situation of resources,geographical location, the system of economy andthe structure of industry has been focused. A viewpoint is, the situation is changing and becomepositive. According to these changes, the way outof straits is to develop the industry of equipmentmanufacturing, the newly expanding industry, andthe traditional industry of material.
