The basic standpoints of theory & policy about national cadre include: to develop every kind of social cause in national regions, is concerned with state's long security and safety, prosperity and strength; to develop science and technology, culture, education in national regions, to increase its scientific and cultural quality of ethnic minorities; to develop national health and sports, to enhance national physique; to combine with the ethnic reality, to carry on family planning, healthy birth and sound care, to improve population quality; to harmonize the growing ethnic population with developing economic society.
