农村土地流转的发展趋势探究

建立所有权、承包权、经营权"三权并行分置"的新型农地制度,是理论和实践中亟待解决的问题。农村土地流转应借鉴国内外成功经验,尽快完善土地流转法律法规,坚持"依法、自愿、有偿"原则,以农民利益为前提,发挥市场机制功能和政府宏观调控、政策调节作用,规范土地流转行为,进一步推进土地适度规模经营,提高农业的土地产出率,劳动生产率和农产品商品率。

The establishment of a three-part land institution of ownership right,contracting right,and management right is an urgent issue both in theoretical study and actual practice.We should make use of successful foreign experiences in perfecting our laws and regulations for land transfer and conversion.'Be lawful,of free will,and non-gratuitous'is our principle for transfer and conversion of land to protect farmers' rights while allowing the market to play its role.Government should perform its function to regulate land transactions and conversions,promote moderate scale management,raise agricultural land productivity,raise labor productivity,and increase marketable farm produce.
