云南边境县社会治安突出问题:挑战与协同治理之道——基于文山州F县的调查分析

The Prominent Social Security Problems in Yunnan Frontier Counties: Challenges and Collaborative Governance——Based on the Investigation and Analysis of F County in Wenshan Prefecture

边境地区的稳定与否直接影响到当地居民的生活水平,更关涉到国家的治乱兴衰。云南边境地区受特殊地理环境、社会经济、民族构成和国际环境等因素影响,在传统治安问题、"三非人员"问题、群体性事件、难民问题以及境内外敌对势力问题上面临着更为严峻的挑战。从推进国家治理体系与治理能力现代化的背景出发,以云南省F县为调研地点,探究云南边境地区治安形势的成因、演化趋势,针对突出社会治安问题及其社会影响,应以系统治理、依法治理、综合治理、源头治理以及专项治理的理论内涵为指导,选择确立治理对策。

The stability of the border areas has a direct impact on the living standards of local residents, but also is related to the rise and fall of the country. Influenced by such factors as special geographical environment, social economy, ethnic composition and international environment, Yunnan frontier areas are facing more severe challenges in traditional public security issues, like the 'three non-personnel' issues, the problem of left-behind children, mass incidents, refugee issues, and hostile forces at home and abroad. Starting from the background of promoting the modernization of national governance system and governance ability, taking F County of Yunnan Province as the place of investigation, this paper probes into the causes and evolutional trends of the public security situation in the border areas of Yunnan Province and analyzes the prominent social public security problems and their social influences. Finally, under the guidance of the theoretical connotation of system governance, legal governance, comprehensive management, source management and special management, some countermeasures are put forward.
