在"互联网+"背景下,大数据的普及性应用对社会犯罪问题及其监管治理带来双重影响。非接触性犯罪是指犯罪行为人与受害人未发生直接身体接触,通过网络、电信工具等媒介产生连结而导致犯罪结果的犯罪类型的统称。在大数据时代,随着此类犯罪情况的增多,法律规制相对滞后,使司法公信力和社会治安受到影响。因此,必须通过加强犯罪预防和犯罪治理,前置案件侦查的效用。以其产生背景和特点着手,按照非接触性犯罪侵害的社会法益分类分析其犯罪表现形式,利用公安大数据和警务科技对此类犯罪进行特殊预防,提出在大数据背景下预防和治理非接触性犯罪的实例和构想,构建系统研究非接触性犯罪治理的学科体系。

Under the background of'Internet+',the popularization application of big data has a dual impact on social crime and its supervision and governance.Non-contact crime refers to the type of crimes in which the perpetrator does not have direct physical contact with the victim and the criminal results are caused by the connection through the Internet,telecom tools and other media.In the era of big data,with the increase of such crimes,the legal regulation is relatively backward,which affects the judicial credibility and social security.Therefore,it is necessary to strengthen the prevention and governance of this kind of crime,so as to improve the effectiveness of case investigation.Starting with its background and characteristics,this paper classifies and analyzes the criminal manifestations of non-contact crimes according to the social legal interests of non-contact crime infringement.Then,making use of big data of public security and police science and technology to carry out special prevention of such crimes,it puts forward examples and concepts of preventing and treating this crime under the background of big data,and constructs a disciplinary system of systematic research on the governance of it.
