突发公共卫生事件应急预案评价指标体系构建初探

Development of index system for comprehensive evaluation on public health emergency plan

目的建立突发公共卫生事件应急预案评价体系,从而提高突发公共卫生事件应急预案的编制质量与突发事件应急处置能力。方法 2017年1～7月期间,综合运用文献研究、德尔菲专家咨询法及数理统计方法,筛选和构建突发公共卫生应急预案评价指标体系。结果经过两轮专家咨询,最终确定突发公共卫生事件应急预案评价指标体系,包括3个一级指标、15个二级指标、46个三级指标。结论通过专家咨询法确立的突发公共卫生应急预案评价体系具有较好的科学性与实用性,但还需在今后的运用中进一步优化、调整。

Objective To establish an evaluation index system for public health emergency plan,so as to improve the quality of the emergency plan and capability of emergency disposal.Methods During January-July 2017,indexes were screened to set up the evaluation index system for emergency plan by the literature review,Delphi method and mathematical statistics.Results After 2 rounds of expert consultation,the evaluation index system for emergency plan was finally confirmed,which contained 3 first-tier indicators,15 second-tier indicators,and 46 third-tier indicators.Conclusion The evaluation index system for emergency plan constructed by Delphi method is scientific and practical,but still needs adjustment and optimization in future application.
