医保控费中生命伦理基本原则的映射及作用探讨

Mapping and Function of the Basic Principles of Bioethics in Expense Control of Medical Insurance

根据历年医院医保管理和医保审核经验,结合医院医保控费管理相关文献报道的信息资料,对医院医保控费管理中生命伦理基本原则的映射和作用以及因生命伦理基本原则等人文精神的疏忽和经济利益过度追求等原因而导致的医保总费用和不合理医疗费用虚增的现象进行了具体例举、分析和论述,并提出了生命伦理基本原则等人文精神的宣传和根植、解决医务人员收入和薪酬问题、运用诊疗经济学评价挖掘医院医保控费潜力、采取多级督导考核等控费建议。

Based on the hospital medical insurance management and medical insurance audit experience and review of related literatures,the mapping and function of the basic principles of bioethics in the expense control of medical insurance in hospitals were discussed.It argued that the total medical insurance costs and the unreasonable increasing of medical costs were caused by the neglecting of humanistic spirit,such as the basic principles of bioethics and excessive pursuit of economic interests.It also put forward the suggestions,including propaganda and practice of humanistic spirit,such as applying the basic principles of bioethics,solving the problem of medical staffs’ income and salary,using the evaluation of diagnosis and treatment economics to excavate the potential of controlling of medical insurance costs in hospital,and implementing multi-level supervision and examination.
