某集团化医院职称评审工作的实践探讨

Discussion on practice of professional titles evaluation in a collectivized hospital

随着新医改的推进,安徽省公立医院相继实施了卫生职称改革。本文系统总结了安徽省某集团化医院2009~2015年开展的专业技术职务评审工作,建立了一套科学实用、操作性较强的卫生系列职称评审体系,以期对卫生专业技术人员进行公平、客观、合理的职称评审及考核评价,形成有效的专业技术人员职称评审机制。本文通过系统阐述集团化医院专业技术人员职称评定的现状、存在的主要问题及职称评审成效,进一步探讨医务人员职称评审的标准及条件,使职称评审制度与程序更加完善,以适应新医改对卫生专业人才的评价需求,为其他医院提供有效的借鉴。本文为医务工作者的职称申报提供评审依据,为其他医院集团实施职称申报与评审提供策略,具有一定的引导作用。

As the new medical reform gets implemented, public hospitals in Anhui Province are also undergoing reforms in evaluating professional titles. This article systematically summarizes the works that have been done in evaluating professions titles by a collectivized hospital in Anhui Province from 2009 to 2015. This hospital established a set of scientific, practical, and highly operative evaluating system, so as to form fair, objective, and justified evaluation and assessment system of medical professionals, formulating effective evaluation system for professional technical personnel.Through systematic surveying the current state of evaluation system of professional titles in collectivized hospitals, major problems at the moment and achievement in evaluation system reform, this articles further discusses the standards and conditions of the evaluation system for medical staff, so as to better improve the evaluating system and procedures,to adapt the new demand of the new medical reform, and finally, to provide effective experience for other hospitals to learn. This article provides assessment foundation for the application of medical staff. It is also instructive in that it offers strategy for the application and evaluation of professional titles in other hospital groups.
