试论国家语言规划的政治属性

A Discussion of the Political Attributes of National Language Planning

本文对语言规划的政治属性进行了探讨,认为国家治理中的语言政治必须以巩固和维护国家统一为目标,在族际整合的同时进行语际整合。语言生活和语言规划中存在着语言政治的表现。关注语言政治,从语言政治高度对历史自然形成的语际关系加以科学化的规划和调整,有利于进行族际整合和语际整合,有助于我们对语言规划中的问题从政治高度准确认识和把握。本文提出语言社情概念,认为从语言社情中可以发现语言政治的端倪。

This article discusses the political attributes of language planning.It is believed that the language politics of national governance must be aimed at consolidating and maintaining the unity of the country,pursuing both interethnic integration and interlingual integration.There are manifestations of language politics in language life and language planning.Focusing on language politics,and scientifically planning and regulating the interlingual relations formed naturally in history from the height of language politics may be advantageous to the interethnic integration and interlingual integration,and may help us accurately understand and handle the problems in language planning from the political perspective.The article puts forward the concept of the social situation of language,and holds that the social situation of language in language life reflects the political horizon of language.
