文章在解读"价值工程"理念和医院建设项目概念的基础上,从项目决策阶段和项目实施阶段两方面着手,研究功能与成本的关系,探讨优化建设方案、有效实现功能、合理控制投资、降低全寿命周期成本的方案,以增加新城区综合医院建设项目的综合效益。

Based on interpretate the concept of "value engineering" and the concept of hospital construction project, starting with the two aspects of project decision-making phase and project implementation phase.Relationship between research functions and costs, explore the optimization of construction options, effective implement functionality, reasonable control investments and programmes to reduce total life cycles costs scheme, in order to increase the combined benefits of the new town general hospital construction project.
