看病难,是基层医院定位不当,导致患者大病小病都奔大医院,挤破头找名医;看病贵,是早期防治没抓好,病人晚期才治疗导致费用高,效果差。解决方法:让社区基层医生进行辖区内的糖尿病、高血压这两个发病率高,病程长,并发症多且严重,但防控简单的病种进行半强制性的筛查和早期治疗。由国家支付基层医护人员的合理工资收入,稳定基层医护队伍,改善民众的健康水平。依托大数据,建立起全国人民的健康档案。让医疗退出《消费者权益保护法》,医院纳入公共场所。

Solution: Let the local community doctors semi-mandatorily screen and early treat diabetes and hypertension. These two diseases are in the high incidence rate and for the long duration, and often complicated withserious symptoms, but the prevention and control at the early phase are quite simple. The national government should pay the grass-roots doctors and nurses a reasonable wagefor their insistence in the health care career, and enthusiasm for improving people's health, and rely on large data to establish the national people's health archives. Medical treatment should not be accordant with Consumer Protection Law, and the hospital should be defined as a public place.
