An Effective Way to Build up U.S.On-Call National Language Capacity: A Case Study of the U.S.National Language Service Corps

新时期以国家安全为导向的美国语言政策的重要内容是建设国家语言能力。国家语言能力的特征之一是能够提供国家语言应急服务和援助服务。本文旨在概述美国国家语言服务团的发展历程,评析其特点并借鉴其成功经验,针对中国"语言志愿者人才库"建设的现状和问题,提出提升中国国家语言能力的积极建议。

The on-call national language capacity refers to the national ability in dealing with emergent demand of language skills related to the national strategic interest both at home and overseas. Drawing upon the extensive data online available and the limited academic literature, this paper reviews the development and experiences of the U.S. National Language Service Corps(NLSC). Based on national security needs, the key content of US national security language policy is to build on-call national language capacity to provide language emergency service. I endeavor to describe the background of the on-call national language capacity development in terms of volunteer service, following by a discussion about its framework, operational mechanism, features and achievements. In view of the status and problems of China's developing 'language volunteer service', the paper also offers insights from the practice of NLSC and puts forward some suggestions on enhancing the on-call language capacity of China.
