“Option Trading” of Public Servants and Government Cost

腐败问题与政府成本过高有着密切的关系,党的十九大报告中明确提出要以零容忍的态度惩治腐败。"期权交易"作为腐败"病毒"的新变种,由于其具有更大程度的隐蔽性使得惩治它的难度相应地加大,同时这类行为的增多也导致政府成本链条被拉长。为解决这一问题,应首先厘清公务人员"期权交易"行为的表现形式,继而分析由这一行为导致政府成本链条被拉长的成因,并提出相关解决建议。

The problem of corruption is closely related to the high cost of the government.The party’s report on the Nineteenth Congress explicitly stated that it must punish corruption with a zero-tolerance attitude.As a new variant of the'virus'of corruption,'option trading'has correspondingly increased its difficulty in punishing it because of its greater degree of concealment.At the same time,the increase in such behavior has also led to the government’s cost chain being elongated.In order to solve this problem,we should first clarify the expression of the'option trading'behavior of public servants,and then analyze the causes of the government cost chain being extended by this behavior,and propose some relevant solutions.
