摘要
在我国,改革开放和社会的改革解放了人们的思想,社会得到了自由发展,人们对于公共服务的需求越来越多,也越来越多样化,社会组织凭借它独特的志愿性、自主性和组织性开始作为社会管理的多元主体之一。以惠州市好小子机器人教育研究中心作为研究对象,结合该组织开展活动的具体情况和多元化服务的特点,分析该组织存在的政府和社会组织利益不一致、政府角色缺失、社会组织内外部沟通不畅、社会组织提供的公共服务具有排外性以及人员流动大的问题,对社会组织承接政府职能提出以下意见:加强社会组织自身能力建设,加强社会组织人才队伍建设和组织制度建设以及加大组织宣传力度;积极寻求政府扶持;鼓励社会公众参与;完善评估监督体系,包括政府联合第三方监督体系、社会组织自我评估体系和社会出资者的评估体系。
In our countries,with the deep reforming of social in China,social organizations have been booming these years.Because its’features like voluntary and autonomy,social organizations play great role in undertaking the government functions shift.Took social organization as the stating point,this article did the theoretical research about the social organization undertaking the government function by means of data integration and summary,collected related information and analysed the current situation of social organizations undertaking the government function and the difficultie.the Huizhou R.tec as the research object,the education research center under the condition of the organization to carry out the activities and the characteristics of diversified services,analysis the organization of the government and social organizations interests are not consistent the internal and external communication,lack of role of government and social organizations,social organizations to provide public services have exclusivity and the problem of large flow,the social organizations to undertake the functions of the government put forward the following opinions:to strengthen the construction of social organization,to strengthen the construction of talent team construction of social organization and the organization system and intensify organization propaganda;Actively seeking government support;Encourage the public to participate in;Perfect the supervision system,including the government joint third-party supervision system,the social organization self assessment system and evaluation system of social stakeholders.
