军地医疗机构在突发公共卫生事件中联合作战的探讨

Experience of Unified Military and Civilian Hospitals in Combating Severe Acute Respiratory Syndrome

目的 应对突发疫情整合当地卫生资源 ,提高地区救治水平。方法 总结小汤山 SARS医疗救治工作的组织协调。结果 在公共危机的紧要关头对卫生资源的整合势在必行 ,把有效地资源集中在一起 ,统一领导、统一指挥 ,才能使危机得以控制。结论 在突发性公共卫生危机面前 ,军地合作、统抓共管 ,才能冲出逆境 ,走向胜利。

OBJECTIVE To reorganize the local health and prevention resources and improve the treatment levels for severe acute respiratory syndrome (SARS). METHODS Data and information related to organization and coordination of medical resources were collected from government policies and experience during prevention and treatment of SARS. RESULTS It was revealed that medical resources should be reorganized through readjustment and coordination of local hospitals when catbreak of public health crisis will be occurred. It was essential to mobilize everyone to participate in combating SARS and concentrate the scattered medical resources, particularly in combination with military and civilian hospitals. Under the unified leadership and guidance, SARS in Beijing was effectively controlled and treated within the shorter term. CONCLUSIONS In the prevention and treatment of public health crisis, it is necessary to combine and reorganize the military and civilian medical resources, thereby overcoming the difficulty and making success.
