摘要
加速我国高新技术产业开发具有重大的战略意义,确定有限目标和开发重点,必须建立在科学的方法论基础之上。本文运用系统科学和科技经济学的原理和方法,并结合高新技术产业的特点,提出了选择区域性高新技术产业开发重点的四项原则:整体性原则,开放性原则、中心化原则和动态性原则;建立了具有可操作性的多指标评价体系;并作为应用实例探讨了湖北省应重点开发的高新技术产业和产品。这可以为国家或地区制订高新技术产业发展规划提供理论依据、方法论基础和参考意见。
It is highly important that high-tech industry is rapidly developed in our coun-try. It must be based on scientific methodology to select limited target and priority development areasof high-tech industry in a country or a ditrict. According to the principles and methods of systemscience and scie-tech economics, and combining them with the characteristics of high-tech indus-try, this article presented the four principles-whole, open, concentration and dynamics-to se-lect priority development areas of high-tech industry, and setted up operationable and many indicesevaluation system, and, as a real instance, investigated the high-tech industries and products whichshould be given priority to development in Hubei Province. This research will furnish a country or adistrict with theoretical basis, methodology and considerable suggestions to work out the developmentplan of high-tech industry.
