环保与经济发展的双赢范式研究——温州需求诱致型行政指导机制变迁与环境行政方式拓展

解决“双重失灵”是当今一大难题,“温州模式”作为市场化改革的代表,其需求诱致机制应能成为解决环境问题“双重失灵”,促进环保与经济发展的衡平的一个上佳链接。本文通过分析“温州模式”需求诱致行政指导机制运行的必要性与必然性,以求能为解决环境问题“双重失灵”提供“模式研究”范式。同时也从环保角度反思“温州模式”内涵,突破以往“经济领域”研究视角的锁定,真正发挥温州“体制与发展模式”的示范功能。

To resolve double-malfuction and balance economic and environmental interests,the demand-derivative mechanism can be a chaining. In this article,by analyzing the necessity and inevitability of demand-derivative mechanism of Whenzhou model and reflecting the connotation of environmental protection of Whenzhou model, we consider that Whenzhou model should break through the visual angle of economics, then the model can play a key roie in establishing the pattern of system and development.
