On Integration and Division of Rule by Virtue and Rule by Law

考察人类社会治理的历史过程， 作为社会治理手段的德治和法治以及二者的相互关系， 事实上存在着一个从“合”到“分”又到新的“合”的辩证运动过程。探讨这一历史必然性的内在动因和变化机制，有助于从理论上廓清“依法治国、以德治国”的真实内涵，更有利于实践中增强坚特“德法并举”治国方略的自觉性。

In the historical course of human social administration, there is a dialectical movement from integration to division and to new integration in the relation between virtue rule and law rule as means of social administration. Exploring the internal causes and change mechanism of this historical necessity can contribute to explaining in theory the real connotation of rule by law and rule by virtue, and to strengthening the consciousness of sticking to the national ruling plan of carrying out law rule and virtue rule concurrently in practice.
