国外征地制度对中国征地制度改革的启示

Land Expropriation System of Foreign Countries and Their Inspiration to Reform of the System in China

国外征地制度已经相当成熟，其做法对我国加快城镇化进程、加速公共领域建设、规范开发区行为等有不少值得借鉴之处。我们应该从充分利用市场机制、完善征地补偿机制、规范征地程序、理顺征地产权等几方面着手，改革中国现行征地制度。

Foreign land expropriation systems have undergone long development; now they are quite effective and efficient in practice. During the period of building the well-off society in an all-round way, China will accelerate its speed of urbanization and other infrastructure building. That should be supported by enough land supply, which means much more land expropriation will be carried out than before. In solving land expropriation problems and further reform the system, the authority can benefit a lot from the experiences of foreign nations' experience. Some suggestions, such as how to reform the compensation standards and to diminish the planned orders, are given in the thesis.
