“责任政府”既是一种基本价值理念，又是一种制度安排，对我国行政改革具有重要意义，其内容可按不同标准作不同的划分。 在我国，要实现责任政府，不仅需要在理念上完成从管制向服务、从重权轻责向权责并重和从非完全责任向完全责任三大转变。更需要通过制度的创新和建设来保证政府对其政治、行政、法律和道德责任的承担。

Responsible Government is not only a basic value belief, but a kind of institutional arrangement as well, which has important significances to our chinas administrative reforms. As far as its contents are concerned, we can make different classifications according to different standards. In our china, in order to establish the Responsible Government, we should accomplish three big transformations: from regulation to service, from paying great attentions to power but looking down on responsibility to paying attention to the both, from non-entire to entire responsibility . Furthermore, we should also guarantee the government to taken on the responsibilities of politics, administration, law and ethics through the innovation and construction of institution.
