改革探索求发展 机制创新争优势——奉贤区镇级农业推广体系改革进展

DEVELOPMENT SOUGHT BY REFORM EXPLORATION AND SUPERIORITY WON BY INNOVATION IN MECHANISM——Advance of Agricultural Extension System Reform at Township Level of Fengxian District

随着我国农业和农村经济的不断发展 ,改革和完善镇级农业科技服务体系显得十分迫切而重要。奉贤区政府依据自身发展环境和特点 ,提出了“区域型农技服务指导站”的工作思路 ,并确定改革的三个原则为“大胆改革 ,稳步探索”、“体制和机制配套推进”、“改善结构 ,增强功能相结合” ,由此成立了上海市郊首家区域型农技服务指导站———奉贤区四团农技服务指导站。在理顺管理体制、拓宽服务领域、改革运行机制、推进工作创新等方面进行了成功的工作实践 ,努力塑造集技术服务、技术咨询、市场中介为一体的新型镇级农科体系 。

It is urgent and important to reform and perfect the agricultural scientific and technical service system at township level with the development of agricultural and rural economy in our country. The Government of Fengxian District put forward a work thinking of 'the areal station of directing agricultural technical service' and defined the three reform principles that were 'bold reform and steady exploration','coordinative advancement of system and mechanism' and 'combination of improving structures and heightening functions'. Thus an areal station of directing agricultural technical service in Shanghai suburbs--Situan Station of Directing Agricultural Technical Service was first established. The work practice was successfully carried out in such aspects as straightening up management system, expanding service scope, reforming operation mechanism and promoting work innovation in order to establish a new township-level agricultural extension system including technical service, technicalconsultation and market intermediary, which was a significant reform exploration for agricultural technical extension innovation in our country.
