科研经费管理是高校科研管理的重要基础工作,用活用好科研经费对强化高校科研能力具有不容忽视的作用。从实施科教兴国战略中高校所起的重要作用出发,分析了目前高校科研经费管理中存在的问题及原因,并从强化高校科研能力的角度,探讨了加强高校科研经费管理,提高科研资金使用效益,更新财务人员管理观念,通过强化科研经费管理促进高校科研工作充分发挥作用等问题。

Research fund management is the basie task in scientific research management in colleges and universi-ties. It is important to make full use of research fund to strengthen the research capacity of colleges and universi-ties. In the light of the role that colleges and universities play in the strategy of ' prosper the nation thuough sci-ence and education' , this paper analyzes the problems and reasons in the management of research fund in colleges and universities. Besides, from the perspective of strengthening the research capacity of colleges and universities, it deals with such questions as strengthening the management of research funds, improving their efficiency of financial personnel and making research work in colleges and universities function fully through strengthening the management of research fund.
