从贫富差距的扩大看我国收入分配中公平与效率关系的调整

Readjusting the Relationship Between Efficiency and Fairness from the Light of Enlarging Gap in the Residents' Income

统计数据表明 ,近年来我国城乡居民收入差距、地区居民收入差距以及城镇高收入者与低收入者之间的差距都在扩大 ,贫富差距已经形成并有越拉越大趋势。要解决贫富差距问题以体现社会公平原则 ,关键是政府要发挥其作用。为此 ,提出应着力解决因政策因素造成的初次分配中社会成员之间收入分配不公问题 ;借鉴发达国家经验 ,健全和完善收入分配中的干预政策 ;推进配套改革 ,为实现社会公平创造良好的外部环境。

Statistic data shown that the residents' income gap between city and country, between area and area, and so on, has been enlarging in recent years in China. How to shorten this gap in order to fulfill the social fairness has been concerned by all ranks. In this article, the author thinks the government should play the most important role in this field and three relevant countermeasures have been pointed out. Those are: resolving the unfairness caused by the income policy in the primary distribution; using the experience of other countries for reference and perfecting the distribution intervene policy; promoting necessary reform and creating a favorable surroundings for the social fairness.
