党的"十六"大提出了到2020年全面实现小康社会的目标,而全面小康,重点、难点都在农村。今年以来,中央把"三农"问题作为"全党工作的重中之重"和"经济工作的重中之重",应当说农村长足发展的"春天"到来了。这对我们从事农村研究的同志来说也是非常欣慰和深受鼓舞的。本文从剖析我国农村贫困形成的内在机理入手,力求寻找有效的解决途径和政策。

The sixteen congress of Chinese Communist Party has presented the goal of thoroughly fulfilling well-off society by 2020. The key problem in accomplishing the goal can be found in the rural areas. This year, the central government regards 'Three-Nong' problems (agriculture, rural areas, peasants) as the most important tasks in the economic party and the economic agenda, which mean the coming of spring of rural complete development, and which make those who are undertaking the rural research deeply gratified and encouraged. After the study of the internal mechanism of the formation of rural poverty, the paper tries to seek efficient methods and countermeasures.
