Two Issues on the Socialist Construction of Political Civilization

社会主义政治文明建设实质上即是社会主义民主政治建设。要切实保证人民依法进行民主选举、民主决策、民主管理和民主监督,实现人民当家作主,就必须首先确立宪法权威,因为宪法是现代民主政治的核心和依据,没有宪法权威,不按宪法办事,便没有现代民主政治;同时还要强化社会公职人员的公仆意识,这是社会主义民主政治建设的重要条件,只有公职人员充分意识到自己是人民的公仆,才能用好人民的权力,带领人民建设社会主义政治文明。

The socialist construction of political civilization is essentially the construction of democratic politics. The authority of the Constitution, the core and basis for the modern democratic politics, is the guarantee of democratic election, democratic policy decision, democratic administration and democratic supervision. Without it, there is no modern democratic politics. Besides, we should strength the awareness that public officers are public servants, which is important condition for the socialist construction of political civilization. The public officers can not make good use of people's right and lead people into the socialist construction of political civilization unless they fully realize their status of public servants.
