Household Register Regulations Reform:A Necessary Step for Turning Rural Area Into Cities and Towns in Contemporary China

当代中国的户籍制度是计划经济时期特定历史阶段的产物。社会主义市场经济体制改革必然与在计划经济条件下形成的户籍制度产生矛盾,这是我国户籍制度改革的深层推动力。党的十六大实际上已经为我国进行户籍制度改革提供了重要的政策依据和指导思想。因此,深入探讨户籍制度改革的基本对策,是加快中国城镇化建设进程的必然要求,也是关乎我国全面建设小康社会亟须解决的重要问题。

The current household register regulation is a result of the certain history of planned economy. There is a contradiction between the regulations and the market-oriented economy today. And the contradiction becomes a motive driving force for the household register regulations reform.The 16th National congress of the communist party of China has given a policy foundation and a way to deal with the problem. So to probe countermeasure is demanded not only for today's turning countryside into urban area but also for full scale construction about our well-fixed society.
