History and International Relations——A Discussion of Several Important Issues On the Development of International Relation

著名国际问题专家、英国科学院院士、英国社会科学联合委员会委员、伦敦经济学院国际关系系主任巴里·布赞教授和理查德·利特尔教授合著的国际关系研究的理论力作《世界史中的国际体系:国际关系的再重建》出版后,引发了对目前国际关系理论中的一些重大问题和对"主权"和"平等"等基本准则的争论。本文认为历史变化推动国际关系的发展;由威斯特伐利亚条约所规定的处理国际关系的"主权"和"平等"原则没有过时;全球化不等于美国化。

Disagree with the point that the principles of sovereignty and equality set by the Westphalian Treaty of 1648 are 'strait jacket' for the present international relations, which professor Barry Buzan and Richard Little emphasize in their newly published book International System In World History:Remaking The Study Of International Relations,New York,Oxford University Press,2000. Although professor Buzan and Little's arguments are strong, The Westphalian Treaty of 1648 is,in fact,not out of date,the impulse which drives the development of international relations is the changes of history and,the on going globalization is not a kind of integration under America's leadership.
