On the Shift of the Government-Management Focus to Knowledge Management

从政府管理的现实出发 ,政府管理职能可为基本职能、一般职能、主要职能和重点职能。政府的重点职能又可分为战术性重点职能和战略性重点职能。在知识经济时代到来时 ,政府的重点职能应转变到知识管理。政府实施知识管理的核心是知识创新 ;知识管理的基础是人力资源的开发 ;知识管理要重点发展知识产业 ;知识管理还要努力建构学习型社会。

The functions of government management can be classified into basic functions, general functions, chief functions and key functions, of which the last can be subdivided into tactical functions and strategic functions. In the age of knowledge economy, the focus of government management should be shifted to knowledge management. As far as knowledge management is concerned, its core is knowledge renewal, its foundation is the exploitation of human resources, and its focus is the development of knowledge industry as well as the building of a learning-oriented society.
