摘要
本文将我国特殊教育立法进程分为三个阶段 :发端与缓慢发展阶段、迅速发展阶段和专项发展阶段 ,指出立法不完善、违法现象严重、司法制度薄弱等问题是当前我国特殊教育法制建设中的重要问题。
This paper discusses the three phases of the legislation development of Chinese special education: phase of start and slow development, phase of rapid development, phase of specialism development. Currently, the controversial issues on Chinese special education legislation development include faultiness of legislation, transgression and weakness of judiciary system.
