本文分析了中国城市贫民阶层形成的原因以及这一社会阶层对整个社会可能带来的潜在影响。并在如何治理城市贫民这一社会问题上,强调在观念和行为方面应有一个大的转变,首先认识到享受最低生活保障是宪法赋予公民的最起码的基本权利,其次,我们要充分认识到治理城市贫困不仅要解决贫民的物质不足,更要充分体现对贫民社会心理缺损和基本权利不足的疏导和关注。
