研究石油工业利用外资贷款的速度规模问题,是一个新的课题.文章从发展的角度,指出石油工业存在着较大的资金缺口和外汇缺口,结合技术进步的要求,阐明了石油工业利用外资贷款的必要性和理论依据.进而对确定贷款适度规模的理论进行了深入分析,在充分论证我国的适度偿债率15%是正确的基础上,引伸出衡量石油工业利用外资貸款适度规模的基本指标偿债率的计算公式.这一公式对其它行业部门也具有实用价值.同时,结合石油工业特点。提出了与基本指标配套的监测贷款适度规模的一些辅助指标.

This paper is a series of studies on the optimum scale of foreign capital loans utilized for further development of China's petroleum industry. It first illustrates the necessity of utilizing foreign capital loans. and then focuses on the optimum scale of foreign capital to be utilized for China's petroleum industry on the basis of full expounding the moderate debt repaying rate of 15 per cent being correct. The formulas of calculating the repaying rate for the optimum scale of foreign capital in petrolevm industry is presented. The petroleum industry which is characterized by intensive capital and technology is one of the important energy sectors in national economy. In recent years, great progress has been made in utilizing foreign capital and advanced technology and the amount of foreign capital, including foreign exchange loans has increased. Therefore, whether the petroleum industry of China still needs to utilize foreign capital loans and how to determine and moniter the optimum scale of foreign capital loans utilized has practically become a very important research work to do, so as to further develop China's petroleum industry.
