In a marketized economic environment, the investment that the government made in infrastructure and social services can effectively improve conditions for economic development However, the investment that the government did for establishing and running enterprises in the competitive economic and trade sectors frequently led to resource waste, bad loans and heavy fiscal burdens It is observed that the private investment powerfully activated the internal trade and the border trade in Tibet Such a case indicates that it is feasible for the government to promote the development of the sectors with growth potentials by creating necessary physical and institutional conditions for private investment and capital formation This not only allows the government to avoid investment failure in production and trade, but also can help to maintain economic prosperity in Tibet
